BEEI Teaching Assistants Should Return To Schools. Youth Capital is urging the reinstatement of the Basic Education Employment Initiative (BEEI) as South Africa continues to grapple with a severe youth unemployment crisis. With job opportunities becoming increasingly scarce, the organization stresses the importance of sustainable employment programs for young people.

Growing Youth Unemployment Challenge

Statistics from the Quarterly Labour Force Survey (Q4 2024) paint a grim picture of the job market for young South Africans. Nearly 60% of individuals aged 15-24 and 40% of those aged 25-34 remain unemployed, highlighting the inefficiencies of current governmental strategies to tackle unemployment. Acting Project Lead at Youth Capital, Clotilde Angelucci, asserts that existing policies are failing to yield tangible results, necessitating urgent intervention.

Government’s Approach to Youth Employment

Earlier this month, Deputy Minister in The Presidency, Nonceba Mhlauli, reaffirmed the government’s commitment to the Presidential Youth Employment Initiative (PYEI). However, concerns have been raised over recent budget cuts, which have led to the cancellation of crucial public employment programs, including the BEEI.

Impact of BEEI on Employment and Education

The BEEI was one of the most impactful PYEI programs, providing employment to over one million young people in schools across the country. These roles, which included teaching assistants and general school assistants, offered invaluable work experience and served as a stepping stone toward long-term employment. Youth Capital emphasizes the necessity of well-funded public employment initiatives to bridge the gap between education and the labor market.

Challenges in Higher Education and Economic Mobility

The relationship between education and economic opportunities is evident, with graduate employment rates showing a positive correlation. However, access to higher education remains a significant hurdle, as universities struggle to accommodate all qualifying students. Budget constraints and inefficiencies within the National Student Financial Aid Scheme (NSFAS) further exacerbate the issue, leading to student protests and widespread dissatisfaction.

Criticism of Government Priorities

Youth Capital has criticized President Cyril Ramaphosa’s recent State of the Nation Address (SONA) for overlooking the essential role of social investment in economic recovery and inclusive growth. Angelucci warns that cutting social welfare programs at this time would be detrimental, arguing that government spending should prioritize youth employment and education rather than debt consolidation.

A Call for Long-Term Investment in Public Employment

With South Africa ranking among the highest globally for youth unemployment and nearly 30 million people living below the upper-bound poverty line, Youth Capital stresses the urgent need for long-term funding of public employment initiatives. The reinstatement of the BEEI, alongside increased investment in higher education, is seen as a critical step toward alleviating the crisis.

As Angelucci aptly states, “We can’t keep on doing the same thing and expect a different result. Youth unemployment is not just a challenge for young people; it’s a crisis that affects the entire country.”
